    Manchester University physicist Dr Richard Jones, who co-wrote the Nesta report and whose thinking has been influential on government in recent times, admits it is a pretty ‘undemanding’ target.

    But, he says, there is reason for hope.

    “I think it’s really welcome that the role of R&D for levelling up has been recognised,” he says, “because that’s not always been the case in the past.”
