Sir Mark’s comments came as one of Britain’s leading constitutional experts says in a letter to The Times today that the Queen would be obliged to prorogue parliament if her government asked her to. Rodney Brazier, emeritus professor of constitutional law at the University of Manchester, said: “If a prime minister advises the Queen to prorogue parliament to avoid a Commons Brexit vote then, regardless of the motive, lack of precedent and I would say its unconstitutionality, she must do so.

“MPs who want to avoid such a controversial action would have to find a timely procedure to prevent the Queen from receiving such advice.”
