Overview

Rachel is interested in the evaluation of changes to the financing and organisation of health care. In particular, her work focuses on adapting the methods commonly used in the cost-effectiveness analysis of healthcare technologies, and applying these to large-scale programme evaluations. 

Rachel has particular experience of performing high-profile evaluations of the NHS' move towards seven day hospital services, and multiple pay-for-performance initiatives.

Rachel is the elected head of the UK Health Economics Association, HESG, a role she delivers jointly with Prof Nils Gutacker from the University of York. She was previously the first elected Chair of the European Health Economics Association (EuHEA) Early Career Committee, which aims to encourage and foster collaborative relationships between early career researchers across Europe, serving from 2017 - 2020.

Rachel currently serves as a member of the NIHR Programme Grants for Applied Research (PGfAR) Stage 2 funding committee, having previously served on the NIHR Health Services & Delivery Research (HS&DR) funding committee from 2019 to 2024. She also provides national leadership in Economics across the NIHR Applied Research Collaborations (ARCs).

She is also Co-Principal Investigator of ROSENET, one of three NIHR National Evaluation Teams commissioned to undertake rigarous long-term evaluations of policies and programmes of most importance to the UK health and care system: https://fundingawards.nihr.ac.uk/award/NIHR163715
