Abstract
The general aspects of high frequency (HF) spectral occupancy were investigated. The process of measurement of occupancy, congestion was described. The occupancy models reviewed excellent extrapolation and interpolation properties. The utilization of spectrum and variations in the occupancy range also played an important role in the process.
