abstract = "This article analyses how criminal governance creates blockages that prevent peace formation in Latin America. Two blockages emerge where criminal governance prevails: criminal structures do not reduce violence and also take advantage of cultural and structural violence; their legitimacy pushes the state away from citizens. Consequently, civil society usually responds in two ways: promoting alternative forms of political praxis against violence; fostering dialogue between political actors and civil society while building broader networks. Our argument shows that local agency has potential competences and the knowledge necessary to address criminal governance discursively, but its capacity to effect structural change is limited in direct terms.",
