Abstract

The latest changes in the the electric supply industry (ESI) were discussed. Some of the difficulties that regulators face in setting up combined price and quality regulation systems, were described. The problem of shifting from a probabilistic to a deterministic approach, resulting from the strong incentives for cost reductions, was also encounterd. Various conditions were indicated under which adopting a probabilistic approach for reliability, is likely to be a viable option.
