Abstract

This report critically evaluates the design and delivery mechanisms of four Government of India sponsored schemes that aim to stimulate innovation among Indian SMEs: “Design Clinic Scheme”, “Technology Development & Demonstration Programme”, “Contract Research Scheme” and “Revolving Technology Fund”. Based on 20 semi-structured interviews with SMEs, policymakers and public research organizations and secondary data, this report suggests several recommendations to Indian policymakers.
