Abstract
Cuckooing refers to a form of exploitation whereby an individual's home is taken over by another person or group of people. It is commonly linked to organised crime, particularly within drug markets and county lines operations. However, this report argues that cuckooing is a highly variable form of exploitation that extends beyond these contexts.
This report highlights the need for a re-evaluation of the dominant narratives surrounding cuckooing. By broadening the definition and diversifying the response strategies, it aims to better protect those affected by this form of exploitation.
