Abstract
The paper states how public broadcasting services in the UK and Germany have benefited from a large measure of protection, despite political debates about their development in the field of new media. The paper examines these debates and argues that the future possibilities of public service broadcasting depend on the continuation of this special institutional framework in the digital new media era.
