Abstract
Twinning is the mechanism whereby the European Union seeks to assist candidate countries in developing the administrative capacity necessary to implement the acquis communautaire. Over 600 Twinning projects, each entailing the secondment of civil servants from member states for up to two years, have been launched since 1998. Those involved in implementing projects face a variety of challenges in achieving often ambitious goals. As experiences from Romania show, commitment, project design, human and financial resources, institutional contexts and openness to change all affect a project's implementation and the impact it has in promoting sustained improvements in administrative capacity.
