Abstract
This paper was commissioned by the Royal Town Planning Insitute and conducted by Dr Andreas Schulze Bäing and Dr Brian Webb in response to recent plans presented by the UK Government to change England's planning system from a discretionary one to one governed by regulatory zoning plans as laid out in the recent white paper “Planning for the Future” (MHCLG, 2020).
This report provides an insight into the use of zonal planning in a number of different nations such as the Netherlands, Germany and the USA and compares the use of zones and how this relates to the UK’s discretionary planning system.
