Abstract
The experience of the Local Development Programme in Nicaragua demsotres how certain methods of community participation can intensify the inclusion of urban poor in financial systems for housing and infrastructure improvement. The technical assistance provided by the microfinance institutions allows making compatible the incremental process by which the poor build their physical asssets with the lending cycle for loans for housing improvement. The experience shows the importance of the partnership between international funding agencies, local governments and community organizations to achieve the Millennium Development Goals
