Poverty dynamics in Bangladesh: selective literature review

Abstract

This paper is a selective and structured literature review that presents the most recent evidence on poverty dynamics in Bangladesh. The review covers 55 papers that provide relevant insights into various factors behind different poverty dynamics: poverty escapes, poverty descents, chronic poverty, transient poverty, and vulnerability to poverty. The review is divided into three main sections. The first section discusses the role of the structural transformation process, presenting evidence on how industrial activities, particularly the garments industry, have helped households in Bangladesh escape poverty. It also highlights the crucial but often neglected role of the agricultural sector in poverty reduction in Bangladesh. The second section focuses on the importance of an enabling environment. It presents evidence on how gender norms, lack of infrastructure, and climate and health shocks can undermine people’s ability to escape poverty. The third section examines the role of asset holdings, with an emphasis on how natural, physical, social, and financial capital can determine whether individuals escape, fall into, or remain in poverty. The final part of the literature review discusses potential areas for future research.
