Abstract

How can development policies and programmes better address the multiple needs of vulnerable youth populations? This case study of BRAC’s Empowerment and Livelihoods for Adolescent Girls Programme in Uganda and Tanzania emphasizes that integrated programmes are necessary to reach deeper transformative goals of youth empowerment. Programmes that combine life skills and livelihoods training, and generate strong peer support networks, can go beyond improved employment outcomes to also improve social conditions and health outcomes for participants and the broader community.
