Abstract
BSC's 10 year Development Strategy created a surplus capacity as the 1973 recession set in. Recovery prospects are slim since steel sales are strongly influenced by investment behaviour. International competition is strong and all OECD producers have excess capacity. The success of Redcar's productivity is noted. Management priorities are compared with Thyssen in Germany.
