Abstract
A new phase transition that occurs in confined systems and driven by the boundary of the systems is demonstrated. This phase, although similar to the BKT transition, is driven by the creation of a plasma between the vortex and the boundary which screens the Coulomb attraction of the vortex to the boundary.
