Abstract
The 1980s are a potentially pivotal decade for Greater Manchester in terms of population loss, the financial climate and the growing decay of industrial base. The aspirations of the plans being currently laid will pass unrealised unless steps are taken to remove the inequalities that prevail between the inner areas and outer fringes of the county. -after Author
