Abstract
A popular image of the EEC is of a large group of politicians and ‘Eurocrats’ careering between Brussels, Strasbourg and Luxembourg engaged in long and detailed discussions ranging from the reform of the EEC budget to the standardisation of the definition of a sausage. The outcomes of these various summits, committees and round-table discussions are normally portrayed as being indecisive in the cases of major issues, and in the cases of the more ordinary issues are contained in an enormous mountain of multilingual paperwork which few people read and even fewer understand.
