This study analyzes the effects of growth and crisis on poverty and distribution of consumption expenditures in Kazakhstan. Various pro-poor growth indices indicate that growth is pro-poor both in absolute and relative terms. The application and estimation of decomposed changes in poverty on components of growth and distribution illustrate that distributional component is driving force of reduction in poverty. Also vulnerable to poverty households are defined based on different evaluation approaches. This study evaluates the dynamics of changes in consumption patterns of households, along with the effects of Anti-Crisis policies implemented by the government of Kazakhstan.
