Abstract
The relationship between ends and means has become increasingly fraught in development management, as arguments that development management should take the side of the poor have come to the fore. This introduction reviews the contributions to the Special Issue in terms of development management's legitimacy and viability. It concludes that an emancipatory development management is possible if managers opt to use the constrained autonomy which is always available to them. © 2012 John Wiley & Sons, Ltd.
