N2 - Critical infrastructure systems are not only closely related to people’s health and life but also play a vital role in the production and development of the whole country and society.There would be significant impacts on national security,social stability,economic development,and national health if critical infrastructure systems were disrupted.Nowadays,China is still in a period of frequent emergencies,which means that a series of emergency events often threaten the normal operation of critical infrastructure systems,including water supply system,power grid system,transportation system and other urban critical infrastructure systems,which requires governments and policymakers to make protection plans and take measures to protect and reinforce urban critical infrastructure systems in advance.However,decisions to protect critical infrastructure systems are often bogged down because of weighing multiple conflicting objectives and considering the conflicts and cooperation of interests of multiple related organizations and departments.Therefore,to help the decision-makers to address the problems in the decision situation of how to protect the critical infrastructure systems,this study constructed a multi-stage decision framework based on the UTA method.First,this study introduced the preference model of decisionmakers based on the UTA method to help decision-makers to make tradeoffs between multiple optimization objectives.Secondly,this study constructed a framework of multi-stage decision-making and therefore can help decision-makers to consider the preferences and suggestions of multiple stakeholders in the decision-making process and promote the cooperation among multiple relevant departments.Then,this study applied the constructed multi-stage decision framework to the power system in C county to verify the multi-stage decision framework.Finally,based on the multi-stage decision framework and the case study of C county,this study combined multiple optimization objectives and multiple related organizations and departments,and put forward some measures and suggestions to improve the protection of critical infrastructure systems.
