Unlocking Efficiency: A Decomposition Approach for Tow Plans Optimization within Inland Waterways Ports

Abstract

This study proposes to develop an approach that effectively optimises the tow plans of Inland Waterway Ports. Since modelling the tow plans optimization problem would result in a complex Mixed Integer Programming (MIP) Model that is NP-hard, a decomposition approach is developed that considers the various aspects of an effective tow plan. The main tow plan problem is broken down into three distinct sub-problems that support decisions on sequencing the barges, assigning the barges to tows and assigning the barges to vessels that carry them to the tows. The sub-problems are solved independently and subsequently integrated to yield comprehensive tow plans. The performance and robustness of the model are validated by feeding it with a real-life scenario of the Lower Mississippi River Port. With few modifications to the model for accommodating the scenario, high-quality plans in feasible times are obtained by the computational results, showcasing the capability of the proposed model and approach.
