Vulnerability and social protection in small island states: The case of Grenada

Abstract

The paper examines the incidence, pattern, and distribution of vulnerability in Grenada. It finds that, as a small island state, Grenada is significantly exposed to natural disasters, and changes in the international economy. This exposure impacts directly upon vulnerability at the household level. The paper then assesses the scope and effectiveness of social protection instruments, and finds that while awareness of patterns of risk and vulnerability is high, there are important gaps and deficiencies in social protection, especially among the most vulnerable groups.
